Harold D. Foster
Consul General of the United States of America

Consul General Harold D. Foster arrived in Nova Scotia on July 15, 2006, to take up his duties at the Consulate General of the United States of America in Halifax. The Consulate General's district includes Canada's four Atlantic Provinces and St. Pierre et Miquelon. As Consul General, Mr. Foster oversees a portfolio of issues representative of the breadth and depth of U.S.-Canada relations, from border management and homeland security issues to trade promotion to consular services. This will be Mr. Foster's third tour in Canada, having previously served at the U.S. Embassy in Ottawa (1995-1999) and at the Consulate General in Winnipeg (1982-1984).
Mr. Foster holds a Masters Degree (with distinction) from the National Defense University's Industrial College of the Armed Forces (2004), as well as Masters Degrees from Stanford University (1992) and the American Graduate School of International Management (1978). He earned his Bachelors Degree (Art History) at the University of Michigan (1976).
